Caused by block reads chopping multibyte utf-8 sequences in half.

Signature Version V2 will be deprecated by AWS which was the default for boto, configured it to use v4 signature for s3 authentication.
This fixes security vulnerabilities in current versions of these packages.

Support BYOC/BYOJ pipeline creation in one go with notification channels.
Adding support for REST API.
Adding test for this case via command line will need some changes in the design of Pipelines support in sdk hence not doing the same in this PR.
