Depends on #5112 and #5175. Please review only the last commit.
This PR implements streaming snapshot format and adds an endpoint
GET /collections/{collection}/shards/{shard}/snapshotto stream it.The regular snapshot format is preserved. Only the new endpoint produces the new format.
