This fixes regression introduced by #57040

Somehow importing distutils from setuptool caused import of
distutils.versions, which is not a documented dependency and got
change with the release of
setuptools-59.6.0
We should not rely on that, as
import distutils never re-imports distutils.version, which one can
see by observing

With the introduction of [setuptools-59.6.0](https://github.com/pypa/setuptools/tree/v59.6.0) distutils is a private module, and we should not be importing versions directly. This was already fixed in pytorch  with pytorch/pytorch#69904 but to maintain compatibility, I propose freezing the setuptools version to 59.5.0.

I am using poetry and after my environment installation I get the following error, with 1.10.2, and installing from master as well:

pkg_resources.VersionConflict: (setuptools 60.2.0 (/home/javier/.cache/pypoetry/virtualenvs/********-py3.8/lib/python3.8/site-packages), Requirement.parse('setuptools==59.5.0'))

It seems that master still has that dependency lingering, I am afraid the bug is not fixed. Furthermore, I have not seen setuptools listed as a dependency of the project. What's the issue exactly, why is it pinned?

I have a solution to my previous comment. Pytorch-lightning was pinning the package in the tag version 1.5.9 I was using, but not in master, which is what I was looking at when I was using github's search bar.

This also impacts some of our production CI workloads that are still on PyTorch 1.9. Would it be possible to backport the fix to 1.9 bugfix release? In the meantime, we're pinning setuptools==59.5.0 as a workaround.

Hi!

we don't backport fix to older releases except for the LTS release (you can find it in the getting started page and it is based off 1.8 right now).
This will be in the next 1.11 release though!
