This file install_cuda.sh now lives in .ci/docker/common and will be removed from builder repo.
Here is PR that removes it from builder: pytorch/builder#1949

This file ``install_cuda.sh`` now lives in ``.ci/docker/common`` and will be removed from builder repo.
