🐛 Describe the bug
Inductor codegen outputs empty-string guard clauses when guarding on empty triton autotune configs:

It's because my triton autotune configs have empty meta-param dicts:

can be fixed by adding an unused meta-param:


this kind of kernel can be seen in flash-attn's layernorm ops:

However, flash-attn's layernorm op cannot be compiled as-is for another reason: heuristics are declared after autotune, which is forbidden in the torch docs.
