🚀 The feature, motivation and pitch

As new Intel Mac's are no longer produced and with time fewer will remain in use, I propose stop testing and eventually building MacOS x86_64 binaries by the end of 2023 (i.e. release PyTorch-2.2 without x86_64 MacOS wheels)
