There was a broken link from the Contributing to Pygments page in the documentation to the the supported versions page on the Python Developer's Guide site. The changes in this PR fix the link, and resolve #2803.

This fixes a broken link on the "Contributing to Pygments"
page of the project's website.  The link to the supported versions
page of the Python Developer's Guide was instead going to a local
page.

Oops. Just realised that I was on the wrong branch when I created this issue branch, and ended up including my fix to another issue as well. I'll try to fix things and update the pull request.
