Are we pygame 2 using SDL 2 yet? No.

When is pygame 2 done? TLDR;

1. The pygame API is mostly running in a backwards compatible way on SDL2. With the parts that are not working documented.
2. There are binaries available for python 2.7, 3.4, 3.5, 3.6, 3.7 in 32bit/64bit varieties on at least Mac, Linux, Windows.

It does not require these things to be done, but it would be nice to have:
3) New functionality available in SDL2 which needs new APIs.
4) Other platform support like Android, Web, iOS.
