Dev notes & details

• Releases keep getting easier and easier, but they still have a lot of little parts. I had snippets gathered all this year, so I gathered them back into the docs. This is a revision of postrelease, not prerelease or release. I'll add those once they come up again.
• Old sections are commented (.. is sphinx comment) rather than deleted in case I want to copy from them for nightly build setup (NYI).
