Description

Fixes #4950.
Closes #4953

src/black/concurrency.py:schedule_formatting() creates a multiprocessing.Manager()
when write_back is DIFF or COLOR_DIFF in order to share a lock and prevent
interleaved diff output across worker processes. Since multiprocessing.Manager()
starts a separate server process, not explicitly shutting it down can lead to
leaked processes and resources when Black is used as a library or invoked
repeatedly in long-running processes.

This issue is mostly hidden in CLI usage because the Python process exits
immediately, implicitly cleaning up child processes.

This PR manages the Manager lifecycle deterministically by ensuring
manager.shutdown() is always called once formatting completes, including in the
presence of exceptions or task cancellation.

A deterministic unit test is also added that monkeypatches Manager and asserts
that shutdown() is invoked when using DIFF output mode.

format `exclude/not_this/foo.py` with this `.gitignore`:

Now, `exclude/not_this/foo.py` will remain ignored. To ensure `exclude/not_this/` and
all of it's children are included in formatting (and in Git), use this `.gitignore`:

This new behavior matches Git. The leading `*/` are only necessary if you wish to ignore
matching subdirectories (like the previous behavior did), and not just matching root
directories.
