The PHP C extension implementation is missing has* methods for the Google\Protobuf\Value class that are present in the native PHP implementation.

This creates inconsistency between the two:

PHP Implementation :

• hasNumberValue
• hasStringValue
• hasBoolValue
• hasStructValue
• hasListValue
