I think this okay. I didn't check every label var name because there's so many. I'll give @SuperQ some time to review if they want.
For future pulls that add a lot like this, can you break them up either with multiple PRs or with more commits? The rds.go file and the rds_test.go files are both really hard to review in full. The more focused that you can keep them, the easier (and therefore more inclined I am) to review.

This PR adds a RDS Role to the AWS SD.
Some of the database exporters (MySQL and PostgreSQL) support multi-target. This change will allow users to discover instances automatically and then pass the targets to these exporters.
