Flaky false positive golangci-lint on nolint not used for unexported returns #16203

What did you do?
We are hitting golangci/golangci-lint#3228 which is some mix of cache and bad nolintlint. For example:

I can see contributors trying to remove problematic nolints, only to get another fail that it's required.
The only mitigation for contributors is to retry golintci-lint GH action. ):
Disabling the lint for now to fix this.
