Adds 'spo hubsite connect' command. Closes #3759
Remarks
Added a new parameter to the
getNamesOfOptionsWithUrlsto ensure that our new parameterparentUrlis populated with the SharePoint root URL when specifying a server relative URL.Also ordered these fields alphabetically 😇
