The 'spo page section add' command is not adding new sections.

Repro steps:

• create a modern page
• remove all sections
• run o365 spo page header set -u https://contoso.sharepoint.com/sites/pnp_portal -n about-us --type Custom --imageUrl /sites/pnp_portal/SiteAssets/hero.jpg --translateX 42.3837520042758 --translateY 56.4285714285714
• no header image is set

CLI version: 1.16.0

Most likely this is caused by recent changes to modern pages DOM.
