Raised from #3135

The Office 365 Service Communications API was retired on December 17, 2021 and replaced with equivalent endpoints in the Microsoft Graph.

The API now returns a HTTP 500 error, therefore any commands that use the API no longer work, the below task list defines the tasks to remove dependencies on the deprecated API.
