Get the value of the specified property from the property bag

• command: spo propertybag get -w|--webUrl <webUrl> -p|--property <property> -f|--folder [folder]
• webUrl: The URL of the site from which the property bag value should be retrieved
• property: name of the property for which the value should be retrieved
• folder: server- or site-relative URL of the folder from which to retrieve property bag value
• requires connection to a SharePoint site
