What happened?

Again, not exactly a bug so much as unexpected behavior.

Steps to reproduce

1. When sidebar is closed/collapsed press CTRL+SHIFT+E or CTRL+SHIFT+F
2. Sidebar does not open.
3. While sidebar is already open shortcuts will toggle between Explorer and Search

Expected behavior

When sidebar is closed using either set of shortcut keys should automatically open the sidebar to desired panel respectively.

An additional thought: perhaps a dedicated sidebar toggle shortcut would be in order instead.
