It also makes the package installable using sage -i abelfunctions when using the installation mode as Sage-the-distribution.

And there's some automatic testing infrastructure that checks that the package can still be installed.

It is also possible to link to the package page from the Sage library documentation using the Sphinx syntax :ref:`spkg_abelfunctions`, for added discoverability; PRs welcome.
