Off-chain Phragmen #4410
Description
Phragmen & the optimisation should be evaluated off-chain with validators and other responders able to provide solutions and the most optimal correct solution getting a reward. Resorting to executing Phragmen on-chain should only happen if noone provides a correct solution.
