Allow duplicate topics emitting by the contract

After the discussion [here](https://github.com/paritytech/ink/pull/1243#discussion_r1045300050), we agreed to remove this check from `contracts-pallet` and not sort topics. It provides more flexibility to the contract developers and possible queries.
