Remove Unsafe Pruning Flag (completely) #11380
Description
This issue is the follow-up to the #8103 .
The flag (--unsafe-pruning) no longer makes any effect apart from the the obsoletion-warning on the node startup.
Within that issue that flag is to be removed completely.
