skip db install on second run
The phpunit-test.sh script is updated to use variables for the install-wp-tests.sh command. This avoids repeating the command and its arguments multiple times, making the script cleaner and easier to maintain.

Partially inspired by pantheon-systems/pantheon-advanced-page-cache#335, this PR allows nightly tests to be skipped.
Skipping nightly tests is just a matter of passing a
--skip-nightlyflag to thephpunit-test.shscript.This PR adds the flag to the script and documents the change in the readme.
Separately, this PR also adds @pantheon-systems/devrel to the CODEOWNERS file.
