tests assume this specific setup

wordpress isn't installed yet. it gets installed as part of the tests

this way the dev environment is updated before the multidev is created

but maybe we don't actually have an SSH key that's valid

this does not happen on the initial setup page

it's probably the p element not the #message element but hoping I can just say that it's there
also change where the 1 remaining is coming from
