Some servers (at least Pleroma, Akkoma) put this class on span elements
as well as p, and the official docs don't say anything about it being
restricted to p elements.

Friendica and Akkoma servers exposed quotes in the API before Mastodon did, and
Mastodon does not use the same representation for quotes.

On Friendica servers the quote can be assumed to be accepted, so introduce a
new `Status.QuoteState.ASSUMED_ACCEPTED` to cover that case.

In Akkoma servers the quote is represented quite differently. Treat this as a
shallow quote, and then try and resolve all shallow quotes when fetching
statuses.

Fixes pachli#2043
