…e a side-effect import (#24030) With `preferInline: true`, `import type { Foo } from './foo'; import './foo';` was wrongly flagged as a duplicate: type-only named imports are routed into the same bucket as empty-specifier side-effect imports, so they collided. But a top-level `import type` is fully erased at runtime (`verbatimModuleSyntax`), so the side-effect import isn't redundant. The fix tracks bucket-0 composition and skips reporting only when it's exactly one type-only import + one side-effect import with no value binding. Genuine duplicates (two type-only imports, or a side-effect import alongside a value import) are still reported. Closes #19632
