…cope walk (#23895)

## What

`no-obj-calls` is a default-enabled (correctness) rule that runs for
every `CallExpression` and `NewExpression`. For plain identifier callees
— the dominant callee form — `resolve_global_binding` first checks
`root_unresolved_references`, and when the callee is locally bound (i.e.
almost always) it called `Scoping::find_binding`, which walks the scope
chain upward from the call site doing one bindings-map probe per
ancestor scope.

That walk re-derives information the semantic pass already computed: the
binder resolved this exact reference by walking the same chain, and
stored the result on the reference.

## Change

Read the symbol straight off the resolved reference instead:

```rust
ctx.scoping().get_reference(ident.reference_id()).symbol_id()
```

This is O(1) and matches what `react/no_array_index_key` already does.
The `scope_id`/node plumbing that only existed to feed `find_binding` is
removed.
