Refactor `consistent-type-imports` so `run` starts with a top-level `match node.kind()`. That makes the rule visible to `linter_codegen`'s node-type detector while preserving the existing option-dependent behavior for `disallowTypeAnnotations` and `prefer: no-type-imports`. The generated runner now narrows this rule to `ImportDeclaration`, `ImportSpecifier`, and `TSImportType` instead of running on every node.
