This PR addresses oxlint issue #19325 by preventing vitest/prefer-describe-function-title from generating invalid auto-fixes when the matched identifier is imported via a type-only import in TypeScript.

- Detects whether a matched import name is value-imported vs type-only imported.

- Adds a regression test case and updates the rule snapshot output.
