This PR optimizes the performance of the semantic checker by skipping unnecessary export resolution checks in CommonJS files. Following PR #18089 which added CommonJS support, this change recognizes that CommonJS files cannot contain export declarations, so there's no point in checking for unresolved exports in them.
Changes:
- Modified the early return condition in
check_unresolved_exportsto use!is_module()instead ofis_script(), ensuring CommonJS files are also skipped - Added a blank line for better code formatting

Skip checking export declarations in CommonJS files. CommonJS files can't contain
exportdeclarations, so there's no point searching for them.
