Follow-on after #11617. That change broke the rule (failed to report errors) in these cases:

for (const x in {}) var y = 5;
for (const x of []) var y = 5;
for (const x = 1; a < 10; a++) var y = 5;

We need to check that parent is a for statement and that the declaration is its init / left.

@ulrichstark @Dunqing FYI. These changes to AstKind are sometimes quite hard to reason about. We need to proceed with caution! (to be fair, we should have had test cases for these, but we didn't)

Whoops sorry. I wasn't sure about my changes to this lint rule and therefore added some tests. But I haven't thought about this case.

And I'm not sure the rule's behavior was correct to start with anyway! #11634
