- fixes #10054 previously, multi-file analysis was only enabled when the root `.oxlintrc.json` contained the import plugin. now, we enable if any `.oxlintrc.json` has the import plugin.

- fixes #10054 previously, multi-file analysis was only enabled when the root `.oxlintrc.json` contained the import plugin. now, we enable if any `.oxlintrc.json` has the import plugin.
