A Synced Trigger should provide following baseline functionality:

• Allow to toggle a value of a boolean, firing ON and OFF events to the list of the provided behaviours (like Universal Actions, etc)
• Fire the events for late joiners when necessary
• Allow to filter the users able to change the value of the trigger: Master/Owner or a user included in a whitelist
• Provide functionality for Ownership transfer, to be easily used with the Owner Only access filter
