What does this PR do?
In this PR we remove
3.5.xand4.0.xbranch spring aot smoke test workflows, as they use0.3.xversions of the reachability metadata repo and won't be ported to the new format1.0releases. This will generally speed up the CI significantly.Fixes: #1043
