Configure with no-buildtest-c++ fails on Windows 10 with 1.1.1i #13790
Description
Configure command used (both from cmd and powershell):
perl ..\Configure no-buildtest-c++ no-tests no-external-tests --release VC-WIN64A-masm
Output:

It looks like you don't have either nmake.exe or dmake.exe on your PATH,
so you will not be able to execute the commands from a Makefile. You can
install dmake.exe with the Perl Package Manager by running:
ppm install dmake

Ignore the "nmake.exe or dmake.exe" error that is reported from perl module IPC::Cmd calling IPC::Cmd::can_run('ranlib') since it does not cause a problem and is an ActiveState Perl issue.
Now when I run:
perl .\configdata.pm --dump

Please note that when I run nmake.exe it compiles files from .\test\buildtest_*.c. I have tried to modify configdata.pm manually in hopes that I could set it straight but that didn't work.
I am trying to speed up the build by configuring "no-buildtest-c++ no-tests no-external-tests".
