The root of the source directory is cluttered with a lot of files and directories, making a somewhat untidy impression. Two proposals have already been made to clean it up a little:

• Move e_os.h into the include directory (see What make e_os.h special? #10536)
• Move NOTES.* and other secondary documentation into the doc directory (done in Revamp the docs using minimalistic markdown #10545)

Here are some more suggestions which come to my mind:

• Move fuzz into test?
• Move boringssl, krb5, pyca-cryptography into external?
• Move VMS somewhere appropriate?
