Summary

Closes Move from Testcontainers oracle-xe module to oracle-free #435. Adds a MigrateToOracleFree recipe that migrates from the deprecated org.testcontainers:oracle-xe module to org.testcontainers:oracle-free. This changes the dependency artifact and the type from org.testcontainers.containers.OracleContainer to org.testcontainers.oracle.OracleContainer. The recipe is also included in TestContainersBestPractices.

Test plan

MigrateToOracleFreeTest.changeTypeAndImport verifies the type/import change
MigrateToOracleFreeTest.changeDependency verifies the Maven dependency change
All existing testcontainers tests still pass

changing the type from `org.testcontainers.containers.OracleContainer` to
