Add README as long description to setup so we have some information on the PyPI page.
Updated the README so that there is a slight idea of what the package does (i.e. what OpenML is what the 'interface' means).
Updated the README slightly to refer to the contribution guideline directly.
Updated author names to reflect all MLOSS authors, and have the same order.
