Describe the bug
Repository Managers and Admin both receive a permissions error when accessing a new version of their preprint's PDF that an author has submitted.

To Reproduce
Steps to reproduce the behavior:

1. On an Author account, find a published preprint and submit a New Version or Correction which includes a new PDF
2. On a Repository Manager or Admin/Superuser account, access the Versions Moderator queue and click "View Detail" next to a pending New Version or Correction
   
3. Click the "Download" link to review the version, and see error
   
4. Confirm PDF object is in version queue
