Some journals use triple anonymous review. This means that section editors (SE) should not ass author PII until after the article exits the review workflow.

Describe the solution you'd like

• Add a new setting to enable this, disabled by defailt
• Add a new template filter that can anonymise data for SEs until the article leaves unassigned/review
• Identify all places within unassigned and review where PII is displayed and either apply the filter or block access

• Add migration to alter existing templates, adding in the se filter

We considered a plugin but this would require duplicating much of the interface.
