Peer review save and continue registers decision #4412

When a reviewer partially completes a review and presses 'save and continue' the following occurs:

  • To the editor, the review now looks completed and Accepted with no revisions (the default in the dropdown) with no comments on content.
  • For the reviewer, the review is open with progress saved. Visible in the 'review requests' column.
  • The system counts it as open as it still sends review reminders

This is problematic as it is very confusing for editors as they can no longer accurately see the status of reviews when working on articles. This may lead to them closing review rounds when reviewers are still working on their review (with all the negative consequences thereof). More problematically - it defaults to 'Accepted with no revisions' which may mean articles could be accepted and published that should not be / with errors / without proper peer review. As it would only be discovered when editors a) contact a reviewer after spotting the reminder email and the reviewer responds, b) the reviewer contacts the editor about being unable to complete the review as the round has closed. Both of these have high chances of not taking place, which could be problematic.

(There are also usability issues with the views being incorrect, but those are obvious and secondary to the actual problem.)
