As a press manager I want to be able to set the privacy policy url for the press site's registration page.

1.5.x and 1.6.x
Expected behavior
Currently this template checks {{ journal_settings.general.privacy_policy_url }} which does not work for presses. The press has its own privacy policy attribute.
