- to get new build-tag format
- to account for go1.19 changes in formatting godoc

v3 requires Go to be set up manually (whereas previous
versions would install their own version, which may not
match the expected version).

Also removing the "new code only" constraint; let's just
check all code for issues.

We'll need to update the list of required checks after this is merged (otherwise CI will continue waiting for them). Test-run in thaJeztah#1
