I'm fine with REJECT, but @cyphar suggested a switch to NACK to match the Linux Kernel's usage. @jonboulle suggests it may mean “negative acknowledgement”.

I've updated both GOVERNANCE and the PullApprove config because it seems better to have consistent keywords (so maintainers don't have to remember which context-dependent string keyword should use).

Rebased onto master with 146437007dfe2a now that #29 has landed.

Over 300 days without comments, and I'd only filed this on @cyphar's request. I'm closing this due to lack of interest, although he's certainly welcome to pick it up and champion the change if he want to.
