I'm fine with REJECT, but @cyphar suggested a switch to NACK to match the Linux Kernel's usage. @jonboulle suggests it may mean “negative acknowledgement”.
I've updated both
GOVERNANCEand the PullApprove config because it seems better to have consistent keywords (so maintainers don't have to remember which context-dependent string keyword should use).
