What Problem This Solves

Fixes an issue where Telegram channel updates could remain claimed in the ingress spool and stop draining on release/2026.6.11. When a handler ran long enough or a claim got stranded, messages could sit pending or claimed instead of being processed.

Why This Change Was Made

This backports the merged main fix from #97118, including token-guarded ingress claim refresh, safer stale-claim recovery, Telegram drain lane blocking, retry backoff metadata, and regression coverage. The release branch needed small conflict-resolution wiring because its Telegram spool adapter and channel queue primitives were behind main.

User Impact

Telegram users should see queued updates drain again instead of getting stuck in the OpenClaw ingress spool. Operators also get safer recovery for stale claims without stealing claims that an active handler has refreshed.

Release backport proof before landing:

Known check note: Mantis Telegram Desktop Proof / Validate selected refs failed because the workflow requires BASELINE_REF to be a main ancestor, but this PR targets release/2026.6.11 and its baseline is the release branch head c862a644bff366599ead53df81f452aa913497ae. That is a release-branch workflow assumption, not a code failure in this backport. The main PR already has native Telegram Desktop/Mantis proof at #97118 (comment).
