Summary

Keeps Sally's right-side Workspace Files collapsed-strip design from Make workspace files panel collapsible #92757.
Starts the Chat Workspace Files panel collapsed by default so first Chat render keeps the main conversation wide.
Loads workspace files only after the user expands the strip, then preserves the loaded list across collapse/expand.

Fixes #90359.
Supersedes #92757.
Supersedes #90380.

Merged using rebase.

What changed after review:

Kept the collapsed-strip Workspace Files design from Make workspace files panel collapsible #92757.
Started the panel collapsed by default so first Chat render keeps the conversation width.
Updated the mocked Gateway E2E to prove no file-list request happens until the user expands the strip.

Verification:

Rebased/refreshed onto current origin/main before pushing.
AWS Crabbox run_91b315cf3b91 / cbx_762f3058a87f: passed focused chat view test, mocked Gateway browser E2E, touched-file lint, and pnpm check:changed.
