Summary

Problem: Users cannot conveniently toggle defaultRequireMention for qqbot groups. Config changes via replaceConfigFile() didn't take effect immediately due to getRuntimeConfig() caching the first loaded snapshot.

Solution: Add /bot-group-allways slash command and clear runtime config cache after write.
