FreeBSD uses its own package manager (pkg) rather than Homebrew. Previously, the onboard flow would recommend installing Homebrew on FreeBSD, which is not the standard practice for FreeBSD users. Fixes openclaw#68893

The test skips on actual FreeBSD (`if (process.platform === "freebsd") return`) and on non-FreeBSD CI it asserts `expect(brewNote).toBeDefined()` — i.e., it confirms Homebrew IS recommended, which is the opposite of what the test title claims. If someone reverts the `process.platform !== "freebsd"` guard, this test still passes on every CI platform. It provides no regression protection for the fix.
To actually validate the new behavior, `process.platform` needs to be mocked to `"freebsd"` for the duration of the test and the assertion should be `toBeUndefined()`:

This new case is titled "does not recommend Homebrew on FreeBSD," but it skips execution on process.platform === "freebsd" and then asserts expect(brewNote).toBeDefined(), which is the opposite of the intended FreeBSD behavior. In practice, the test cannot catch regressions in the new FreeBSD guard and gives false confidence that the fix is covered.

This new FreeBSD guard changes setupSkills to suppress the Homebrew recommendation on FreeBSD, but the pre-existing test recommends Homebrew when user selects a brew-backed install and brew is missing still runs on FreeBSD (it only skips win32) and expects the note to exist. As a result, this commit will make that test fail on FreeBSD runners, so the test suite no longer reflects the intended platform behavior.

This test is named does not recommend Homebrew on FreeBSD, but it returns immediately when process.platform === "freebsd", so the FreeBSD branch is never executed and the assertion only validates non-FreeBSD behavior. That means the new platform guard in setupSkills is effectively untested, and a regression in the FreeBSD logic would still leave this test green.

The new test meant to protect the FreeBSD behavior exits early when process.platform === "freebsd", so it never executes the branch added in setupSkills and cannot catch regressions in that guard. Because it also asserts brewNote is defined, it currently validates non-FreeBSD behavior rather than the scenario in its name, which gives false confidence about this fix.

Adding process.platform !== "freebsd" changes runtime behavior, but the existing test recommends Homebrew when user selects a brew-backed install and brew is missing still runs on FreeBSD and expects the Homebrew note to exist. On FreeBSD runners this now fails even though the implementation change is intentional, so the test suite no longer matches the platform logic introduced here.

This new process.platform !== "freebsd" guard changes runtime behavior, but src/commands/onboard-skills.test.ts still has a test (recommends Homebrew when user selects a brew-backed install and brew is missing) that only skips win32 and still expects the Homebrew note. On FreeBSD runners, the implementation now suppresses that note, so this commit introduces a platform-specific test failure rather than a stable behavior change.

This test is intended to verify FreeBSD behavior, but it exits immediately when process.platform === "freebsd", so the branch added in setupSkills is never exercised. Because the same test then asserts the Homebrew note is present, it effectively validates non-FreeBSD behavior and can pass even if the FreeBSD guard regresses.

FreeBSD uses its own package manager (pkg) rather than Homebrew. Previously, the onboard flow would recommend installing Homebrew on FreeBSD, which is not the standard practice for FreeBSD users.
