Restore an ungated preflight path for manual npm releases

If npm-release has required reviewers or wait timers, removing preview_openclaw_npm leaves this protected job as the only way to validate a release tag. That means even obvious preflight failures—a mistyped inputs.tag, an already-published version, or pnpm check/build/release:check failures—now have to pass through the npm-release environment before they can be rejected.
