Problem

The Telegram plugin injects a buttons property into the message tool schema via createMessageToolButtonsSchema() in extensions/telegram/src/channel-actions.ts, but without wrapping it in Type.Optional(). This causes TypeBox to include buttons in the JSON Schema required array.

In isolated sessions (e.g., cron jobs) where no currentChannel is set, all configured plugin schemas are merged into the message tool (resolveChannelMessageToolSchemaProperties falls through to the unconditional merge path). When the LLM calls the message tool to send a plain text message without passing buttons, AJV validation fails:

Declare TypeBox as a Mattermost runtime dependency

This adds the first production import of @sinclair/typebox to the Mattermost plugin, but extensions/mattermost/package.json still does not list it in dependencies. Repo-root AGENTS.md explicitly says plugin installs run npm install --omit=dev in the plugin dir and that runtime deps must live in the extension package, so a normal standalone install of @openclaw/mattermost can now fail to load with ERR_MODULE_NOT_FOUND before the channel registers unless the host happens to expose TypeBox from an ancestor node_modules.

* fix(delivery-queue): increment retryCount on deferred entries when time budget exceeded When delivery recovery ran out of the 60s time budget, remaining pending entries were silently deferred to the next restart with no retryCount increment. This caused them to loop forever across restarts, never hitting MAX_RETRIES and never moving to failed/. Fix: call failDelivery() on each remaining entry before breaking out of the recovery loop (both the deadline check and the backoff-exceeds-deadline check). This increments retryCount so that entries eventually exhaust MAX_RETRIES and are permanently skipped.
